CHOCONUT TOWNSHIP SUPERVISORS –July 5, 2004

 

            The regular monthly meeting of the Board of Supervisors was held at the township meeting room, beginning at 7:30 p.m..  Sup. Stewart called the meeting to order and led in the pledge of allegiance to the American flag.  The roll was called and supervisors Stewart, Dovin and Mattes were present.

Presentation of minutes and treasurer’s report

A motion was made by Sup. Mattes seconded by Sup. Dovin and unanimously carried by the board to accept the minutes and treasurer's report as presented.

Citizen’s input on the agenda - Public Comment

No calls were received; no one who was present asked to have an item placed on the agenda.

Reports of the board, commissions and committees

Susquehanna County Planning Commission

A report was not available.

Choconut Township Planning Advisory Board

A report was not available, but Sup. Mattes stated that he had been reappointed to the board.

Choconut Creek Watershed

The secretary read a letter stating that Anna Winkler of the PA Dept. of Environmental Protection in Scranton had forwarded our reimbursement request to the grant center in Harrisburg for processing. 

Jack Davis said that a contract had been received from Land Studies for vegetation for the first part of the restoration, for what we have called phase 1A and phase 1B.  Phase 1A would cost $7,400.00 and phase 1B would cost $5,300.00.  An estimate to perform work on phase 1A and 1B, (replace and install a portion of the geotextile fabric and associated work), from Wyoming Construction.  Their estimate was for $4,200.00.  An estimate in the amount of $20,000.00 was also received from York’s Nursery for the aforementioned work.  A motion was made by Sup. Mattes and seconded by Sup. Dovin and unanimously carried by the board to accept the bids of Land Studies and Wyoming Construction.  The supervisors signed the contract with Land Studies. 

Northern Tier Coalition

The secretary shared information that was sent to the supervisors about a training session entitled “A Look Into Municipal Powers and Land Use Controls Governing Mining and Forests” which was being sponsored by PSATS and would be held on August 19 in Scranton at the Clarion Hotel.   The secretary was advised to make reservations for all three supervisors.  An invitation was extended to Jack Davis; he has to check his schedule.  The secretary will contact Carolyn Doolittle to see if she wants to go, too.

Susquehanna Co. Council of Governments and C.O.G. Sewage Committee

Sewage Committee

   Conditions are such at the trailer park on Kellum Road that a new leach bed should be installed.  The park owner had a new well drilled but was not able to find a satisfactory source of water; the well that was drilled contained salt water and has to be filled in and capped.

Codes Committee

   There was discussion about the pending bills that would modify the UCC. 

OLD BUSINESS

Ordinance #34 –Non  U.C.C.

Since our last ordinance, #33, needs to have the language amended so that the fees would be collected by Choconut Township, and some other minor language changes need to be made; a motion was made by Sup. Mattes, seconded by Sup. Dovin and unanimously carried by the board to advertise the new ordinance, #34, which will, in effect, rescind ordinance #33 and correct the language deficiencies. A hearing for the new ordinance will be held on Monday, August 2, 2004 at 7:00 p.m. at the township hall and the ordinance will be adopted at the meeting, which follows the hearing.

 

NEW BUSINESS

There was no new business to be discussed.

PUBLIC PARTICIPATION

Jack Davis asked about the repairs to be made to the bridge on Carmalt Road and the supervisors

explained that they are in the process of having the studies prepared which will then be sent to the appropriate state officials to apply for grant money to replace the bridge.  Jack also questioned the supervisors about trash pick up for a TV that he saw by the side of the road on which he lives.

APPROVAL OF BILL LIST 2004-06, CURRENT BILLS AND PAYROLL

A motion was made by Sup. Mattes, seconded by Sup. Stewart and unanimously carried by the board to approve the bills list, current bills and payroll.

ADJOURNMENT

A motion was made by Sup. Stewart, seconded by Sup. Mattes and unanimously carried by the

board to adjourn the meeting, as there wasn’t any additional business to be discussed.
