TOWNSHIP SUPERVISORS – May 4, 2009
The regular monthly meeting of the Board of
Supervisors was held at the township meeting room, beginning at 7:30 p.m.. Sup. Stewart called the meeting to order and
led in the pledge of allegiance to the American flag. The roll was called and all three supervisors
were present.

Presentation of minutes and treasurer’s report
A motion was made by
Sup.Dovin , seconded by Sup.Mattes and unanimously carried to accept the
minutes and treasurer’s report as presented.
Citizen’s input on the agenda - Public Comment
No comments were offered at
this time.
Reports of the board, commissions and committees
A
report was not available.
Jack Davis reported that the
S.A.L.D.O. (Subdivision and Land Development Ordinance) was dis-
cussed at the April
meeting. The commission wants to compare
it with the county ordinance.
There are several options:
(1). Adopt the Northern Tier Coalition
S.A.L.D.O. and have the county
administer it (2) Use the
county ordinance as it is and have them administer it (2) Use the county
ordinance with an addendum.
The junkyard problem on
Carmalt Lake Road near the entrance to Pamela Drive was discussed.
Sup. Mattes suggested that
the Pamela Drive residents send a letter of complaint to the board of
supervisors of the
township.
P.S.A.T.S. is offering a
course this coming Thursday on the Marcellus Shale and Jack wanted to
attend the course. The supervisors authorized reimbursing Jack
for the cost of attending the
course.
Jack said that there were
more ATV’s on the roads recently and wondered if the PA state police
could be contacted to have
them patrol the roads more frequently.
Choconut Creek Watershed
Jack
Davis said that Pat Flaherty could do some work in the creek after June or
July. He will be
meeting
with Pat this coming weekend to discuss the work that needs to be done.

Stewart reported that the coalition was presented with a commendation plaque at
the Pennsyl-
vania
State Association of Township Supervisors at their annual convention in Hershey
last month.

Mattes reported that C.O.G. Sewage will have to wait until August or September
for fund
reimbursement
from the government, if it is received at all.
Regarding Codes, Sup. Dovin reported
that
Hallstead and Jessup townships have left the Codes Committee. He also mentioned that all building
contractors must register with the PA State Attorney General’s office if they
do more than $5,000.00 worth of business in an area. He also said that any changes to a driveway
must now go through a permitting process.

Bids for Sale of Equipment
The following sealed bids
were received for the road equipment:
Gallion Roller:R.O.
Allen & Son submitted a bid of $501.00, Ted Parks submitted
a bid of $405.00.
A motion was made by Sup.
Mattes, seconded by Sup. Dovin and unanimously carried by the board to award
the bid for the Gallion roller to R. O. Allen and Son.
Rex Roller: A bid was received from Genesee Township in the
amount of $5,125.00.
This was the only bid submitted for
this item.
A
motion was made by Sup. Dovin, seconded by Sup. Mattes and unanimously carried
by the board to award the bid to Genesee Township.
The secretary was instructed to place another advertisement in the newspaper for the sale of the paver. If the second advertisement does not bring in any bidders, the item will be sold outright, following the rules of the Second Class Township Code.
Resolution to Borrow $21,500 from Pennstar Bank – Resolution 050409
A motion was made by Sup.
Mattes, seconded by Sup. Dovin and unanimously carried by the
board with a voice vote and
each supervisor voting “aye” to adopt a resolution to borrow the sum
of $21,500.00 for the
purchase of the Bomag roller.
NEW BUSINESS
Complaints of Noise
The township received two
e-mails from Gary Wilcox complaining of noise from a refrigerated unit
which was parked on the
township property by a local trucker.
Sup. Mattes has spoken to the
trucker since the complaints
were received and the trucker will refrain from putting a refrigeration
unit in the parking lot
overnight. Sup. Mattes also asked the
truck to give the township a copy of
his liability insurance
certificate.
Signing of Gas Lease – Resolution 2009-05-04-01
The township was offered an
agreement for an oil, gas and mineral lease from Alta Resources,
LLC. The supervisors discussed the matter and a
motion was made by Sup. Mattes, seconded by
Sup. Dovin and
unanimously carried by the board with a
voice vote and each supervisor voting
“aye” to adopt a resolution
to sign the agreement.
PUBLIC PARTICIPATION
There wasn’t any public
participation at this point in the meeting.
APPROVAL OF BILL LIST 2009-04, CURRENT BILLS AND PAYROLL
A motion was made by Sup.
Mattes , seconded y Sup. Dovin and unanimously carried by the board
to approve the bill list,
current bills and payroll.

ADJOURNMENT
A motion was made by Sup.
Mattes, seconded by Sup. Stewart and unanimously carried by the board to
adjourn the meeting.
