CHOCONUT
TOWNSHIP SUPERVISORS – November 2, 2009
The regular monthly meeting of the Board of
Supervisors was held at the township meeting room, beginning at 7:30 p.m.. Sup. Stewart called the meeting to order and
led in the pledge of allegiance to the American flag. The roll was called and all three supervisors
were present.

Presentation of minutes and treasurer’s report
A motion was made by
Sup.Mattes , seconded by Sup.Dovin and unanimously carried by the board to
accept the minutes and treasurer’s report as presented.
Citizen’s input on the agenda - Public Comment
No one offered any comments.
Reports of the board, commissions and committees
usage
come in. The commission does not have
any authority to act on these requests.
Develop- ment projects have been submitted for mobile homes. Choconut Township might see a plan submitted
for a development which would house gas drilling workers who would be working
in the township. Bill Stewart asked if
the county commissioners were involved in the permitting for gas drilling;
Bernie stated that the commissioners were given copies of requests for permits
purely for informational purposes.
The commission had a meeting
and drew up a proposed nuisance ordinance.
Jack Davis would
like to discuss the
ordinance with the supervisors. The
Susquehanna River Basin Commission
wants to put in automated
water monitoring, probably south of Montrose.
Jack suggested having
a monitor on the Choconut
Creek.
Choconut Creek Watershed
Jack
Davis has not heard anything further on getting the creek work done.
Sup.
Stewart reported a meeting was held but there were not enough people there to
form a quorum.
Sup.
Mattes reported that C.O.G. Sewage is very busy. They still have not received the paperwork
back from the First Ward Action Council on the Choconut Creek Apartments for
seniors. C.O.G. sewage has not received
any word as to when the reimbursement check will arrive. They may receive 60% instead of the usual
85%. There is a possibility that fees
may have to be increased due to the cut in state funds.
Codes
Committee – issues came up on the Rounds/Paraco office inspection; apparently
some
changes
were made after the plans had been approved.
HB 1500 – Tax for Police Service
A letter was received from
Rep. Tina Pickett in response to the supervisors concerns.
Budget for 2010
A motion was made by Sup.
Mattes, seconded by Sup. Stewart and unanimously carried by the
board to tentatively adopt
the proposed budget for fiscal year 2010.
Final adoption will take
place at the December
business meeting of the board of supervisors.
NEW BUSINESS
On-Lot Sewage Management Agreement – Wozniak Property
A motion was made by Sup.
Mattes, seconded by Sup. Stewart and unanimously carried by the
board to approve and sign
the agreement.
Notice of Crusher Operation
A letter was received from
Simonds Excavating stating that the company is applying for a D.E.P.
air quality general plan
approval and/or a general operating permit to construct and operate
non-metallic portable
crushers at the Shea quarry located in Choconut Township. Sup. Stewart
stated that he had spoken to
someone from the Simonds company and Sup. Mattes has visited
the property.
Budget Amendment Approval
A motion was made by Sup.
Stewart, seconded by Sup. Mattes and unanimously carried by the
board to approve the
amendment to the State Funds budget which was presented by the secre-
tary-treasurer.
PUBLIC PARTICIPATION
Bernie Griffin encouraged
the supervisors to review the nuisance ordinance, in view of the work
that the commission has done
in preparing it.
Jack Davis asked how the
Dirt and Gravel Road Project on Mattes Road had held up under the
recent heavy rains. Sup. Stewart responded that it had held up
very well.
APPROVAL OF BILL LIST 2009-10, CURRENT BILLS, PAYROLL AND PROPOSED
BUDGET AMENDMENT
A motion was made by Sup.
Mattes, seconded by Sup. Dovin and unanimously carried by the
board to approve the bill
list, current bills and payroll.

ADJOURNMENT
A motion was made by Sup.
Matttes and seconded by Sup. Dovin and unanimously carried by the board to
adjourn the meeting.
